Only flights directly to Beef Island (EIS), Tortola, are American Airlines from Miami or if you can somehow get to San Juan, Puerto Rico, there are small planes (10-15 passengers) that fly into Tortola.
Most people will take a flight to St. Thomas, take a cab ride to Red Hook (about 1 hour ride) and then take a ferry from Red Hook to West End, Tortola. You can also take a ferry from Charlotte Amalie to Road Town, but this results in a long cab ride to the hotel. So either way, you have a roughly hour long cab ride, but it's wither on St. Thomas or on Tortola.
If you choose to fly to St. Thomas, fly Delta and you will have a layover in Atlanta and can either land in St. Thomas at 2pm or 3pm.
Dolphin Water Taxi - By far the most expensive option, but this is a personal boat that will take care of customs clearance and getting you to/from St. Thomas airport, to Red Hook, from Red Hook to West End, Tortola and then back to St. Thomas on day of departure.
